Anti-dumping duty imposed to China on imports of certain OCS products

On 15 March, the European Commission DG Trade officially published  the Regulation imposing a definitive anti-dumping duty and collecting definitively the provisional duty imposed on imports of certain organic coated steel products originating in the People's Republic of China. The regulation is online here. 

This 5-years regulation is imposed on flat-rolled products of non-alloy and alloy steel (not including stainless steel) which are painted, varnished or coated with plastics on at least one side, excluding so-called 'sandwich-panels' of a kind used for building applications, excluding those products with a final coating of zinc-dust, and excluding those products with a substrate with a metallic coating of chromium or tin. In view of the conclusions reached with regard to dumping, injury, causation and Union interest, the anti-dumping duty rate should be set at the level of the injury found.

No other country is concerned as the injury analysis covered the period 2008-2011. During this period, import volumes from India fell, and imports from South Korea increased by only 4%. Indian prices dropped by 12% and South Korean prices remained stable, but at all times higher than those from China, therefore there is no evidence of injury from these countries.
